Use the stakeholder register as the programme's controlled, evolving record of the people and groups who participate in, influence or are affected by the programme. Start from the business case and initial stakeholder identification, refine it during planning and keep it current throughout execution. Appropriate extracts may support the stakeholder engagement and communications management plans.

Application

The register may contain personal contact information, inferred attitudes and sensitive issues. Collect only what the programme genuinely needs, record the basis and date of assessments, restrict access, and comply with privacy, employment and records rules. A rating is a planning hypothesis—not a judgement of character.

Completion discipline

Create entries at the level defined by the template, use a stable identifier where one is available, link the supporting record and assign an owner, status and review point. Update entries without erasing decision history, and apply the access and retention rules appropriate to the information.
